When local authorities face staffing challenges, the impact can be felt across teams and those submitting applications. For Jivan Manku, who was seconded to Malvern Hills District Council from Waterman Aspen, that challenge became an opportunity to make a difference.
Jivan joined Malvern Hills District Council as a Planning Officer in August 2024, supporting the council at a time when it was dealing with a backlog of planning applications alongside wider staffing challenges. His role has been to help manage caseloads and support decision-making while the council rebuilt its permanent team. Over the course of his secondment, that support has helped the council continue moving applications forward during a period of change.
As a Planning Officer, Jivan handles a wide range of applications, from householder extensions and barn conversions through to small residential developments. The role requires careful assessment of planning policy, consultation with specialists and stakeholders, site visits and report writing, all leading towards balanced, well-reasoned decisions.
A key part of Jivan’s approach is working positively with applicants wherever possible, helping identify practical amendments that can improve an application and avoid unnecessary refusals or delays. His secondment was initially intended as short-term support, but as the council continued to manage team recruitment and staff departures, Jivan’s role was extended. That continuity has helped them maintain service resilience while establishing a larger permanent team.
Alongside the positive contribution to the client, the secondment has played an important role in Jivan’s professional development. Previously focused on inner-city planning applications, he has now gained hands-on experience with rural projects, including equestrian uses, agricultural buildings and rural developments. Jivan sees this variety as one of the greatest advantages of secondments, marking a crucial step in his progress toward a senior role and working toward his chartership.

For Jivan, Waterman Aspen’s secondment model brings another major benefit: security. Having experienced the uncertainty that can come with other contracting arrangements, he values the stability of being employed by Waterman Aspen while continuing to work closely with clients and build experience in different environments.
That sense of security is especially important for Jivan as he balances work with family life. With three young children, he also enjoys the family-focused side of Waterman Aspen, including family days out and social events that they have particularly enjoyed together.
For those considering a new role, Jivan’s experience shows the value of secondment: the chance to make a difference, gain experience in new environments and continue developing with the backing and security of Waterman Aspen.
